Design the new panel with a slight overlap over the old panel. Then spot-weld it in a few places. Then make a sharp cut through both panels, and take care that the gap distance is exactly what it should be. Then weld edge to edge, without overlapping. The master part is to avoid heat distortion of the material while the welding is in process.
